Task 2.3 of Silvia project is dedicated to development ofcertification procedures required in order to ascertain high quality ofthe results obtained during measurements that are necessary to fulfilgoals of the SILVIA project. Most of the certification proceduresdescribed in this report are related to the Close Proximity (CPX)instruments, most notably the test vehicles. This report covers firstfindings in this respect. Activities within the Task 2.3 are not finished yet and it isanticipated that the procedures will still be refined and evenseriously modified if necessary. The report is based on the bestexisting expertise, but the authors are aware that some additionalresearch is still needed. Most notably the data on representativity andreproducibility ("statistical information") is not available yet andwill be collected during appliance of the procedures in the "real live"situations. The purpose of the report is to summarise existing knowledge onthe subject and provide tools for equipment users and manufacturers tofulfil quality assurance requirements. The proposed procedures are not,in general, intended to become standards.
